In QuickBooks Online (QBO), PayPal and Venmo payments are only available in the new layout. I'd recommend switching to the new face for a better experience. I also added a screenshot for your better visual reference.

I'm really new to the platform or payments. I have been using QBO quite extensively since I started my own small business in 2021. Before then I implemented and was an admin with NetSuite ERP. I say that not to come across as a know it all, but because I have experience and really put a good deal of effort into setting my instance up for success.
I transitioned to the new layout pretty much as soon as it was available.
I have recurring transactions (invoices) that are being auto-created and auto emailed but with PayPal and Venmo turned off. All payment methods are turned on in settings (which seems to be a global setting for all invoices). I recently spoke with a support rep over the phone and was told that PayPal and Venmo are turned off by default for all recurring invoices? That's literally what I was told, but it is quite consistent because I am seeing some recurring invoices with PayPal and Venmo active and others are not. I can activate them manually (the QBO API doesn't send PayPal and Venmo payment methods to Zapier to create a fallback automation either - so it's a completely manual fix until I figure out what's broken).
Oops! I meant to say that I'm not terribly new to the Quickbooks Online Platform...
I have run into several seemingly odd behaviors though and I tend to get a good deal of pushback on acknowledging the issue(s) and finding solutions.

I suspect that your books work unusual based on the information you added. For now, I recommend accessing your QBO in a private browser to isolate this behavior.
If it persists, I still recommend contacting us again. At this time, we'll need to investigate this behavior and might create a ticket if necessary.

I’ve used several different browsers, cleared caches and data and used private browsing. Thanks but that’s not the fix for this software (as I’ve mentioned to at least three other support techs).
Browsers don’t have much affect on backend processes. The setting for payment methods is set.
I’ve been given several different answers to this problem from browser related to QBO has turned off PayPal and Venmo by default.
It’s whatever at this point. I’ll just deal with it and move on.
This is a feature people have been asking for now for years and years. PayPal and Venmo can be turned on in individual invoices, but not recurring ones. QB has not said way, or committed to making this feature available.
It's outrageous, really, that an individual invoice can be paid by Paypal and Venmo, but a recurring one can't.
I know how helpful it is to enable the feature to allow your customer to pay their invoice using PayPal or Venmo, Adam.
Currently, QuickBooks Online (QBO) only allows to use of PayPal and Venmo as payment methods for each invoice (individual). Adding it as an option for recurring invoices is unavailable. With that said, I recommend sending feedback to our product developers to add this feature. Our developers often study the submitted requests to determine which functions are most desired by users.

So, it seems that the developers and support staff are quite siloed within the organization. This causes clunkiness in most areas especially support. While super frustrating, you have to understand that the employees aren’t oracles or beings on high; they are just employees at a fast paced tech company (which usually means there’s a lot of disconnects). The employees aren’t power users of the software. They are contact center staff that mostly respond from a script (which is an effort to present a single, consistent response to paying users). The paying users are power users that are usually also working professionals and will, most likely, have more in-depth knowledge of the software than support techs (frustrating as that may be). Hence the Community where users try to help each other and the very canned replies from support staff.
Regarding recurring invoices, PayPal and Venmo aren’t available at the initial creation of recurring invoices. Using the legacy layout (not the new layout which is super buggy), allow a recurring invoice to be produced, edit the invoice by adding the PayPal/Venmo payment method, and save the invoice. You should get two pop-up splashes. The first one is whatever. The second one actually saves the changes for future iterations of the recurring invoice. You won’t see this with the new layout, only with the legacy layout. This seems to have worked for me for now, but it does mean editing each product of a recurring invoice template, ugh.
I try to switch to the new layout by the invoice goes back to the old layout and my Venmo and Payal are turned off.
