1. I want to get Proadvisor Cer for quickbooks online so I have to creat an accountant acount of QB Online right?
2. Why the line phone number only show US and Canada? So just only people in this two country can sign up for QB online accountant?
3. When signing an qb online accountant account, I got the same problem with some of the old topic has rised: The feature you have requested is temporarily unavailable. I did clear cockies, private browser, etc ... but it does not work. So what do I do now?

First, yes, you'll have to create a QuickBooks Online for Accountant account to get started with ProAdvisor.
Then, you can enter a phone number specifically for the region that you've signed up. If you have the QuickBooks for US, then your phone number must be the same format with that region.
Lastly, since you've done some troubleshooting steps to resolve the error, I'd recommend reaching out to our Phone Support team. This way, an agent can take a look at your account and investigate this further.

Have you tried to create the account on another browser? Bear in mind, if you are not located in the US or CA, you are still allowed to use a dummy data to create the account and have the ProAdvisor certification. But they won't accept to put your firm details in the ProAdvisor list.
