Buy nowAccounts and Settings page locks up when accessing it. It is doing this on every browser and every network I try. Just need to know where the issue is.
Great job in performing those troubleshooting procedures, DCS1814. I'll help you narrow down the reason for this unexpected behavior.
QuickBooks Online uses browser cache and cookies to run faster. Over time, they accumulate too much blocking the web pages from working properly. Let's rule this out by signing in to your company as an admin user using an incognito or private window. These are the shortcut keys:
If that works, go back to your regular browser. Then, clear the site data to remove the junk/temporary files. Alternatively, try disabling any extensions or add-ons. They can interfere with the program, so disabling them can help isolate the problem.
Finally, check for any updates to your browser and install them if available. This way, you always get the latest security patches.

I did the incognito sessions on all the major browsers and even logged in on a friends' Mac but I get the same result when I go to https://app.qbo.intuit.com/app/settings
It just locks up any browser I try and while the mobile app works, the granular settings are not available there. It is either an issue with my account configuration or QB online has as issue with their site.
Thank you for getting back, @DCS1814. I appreciate your time and effort in logging in to your account through an incognito window to access the Accounts and Settings page. Let me give you some additional troubleshooting steps to isolate this behavior.
I've checked our records and haven't seen any ongoing issues related to your experience. To narrow down the result, make sure to open QuickBooks as an admin to avoid possible restrictions like this. If the same thing happens, I suggest contacting support to investigate this further. A live agent can look into your account securely and find out why the Accounts and Settings page locks up when you access it using web browsers.

One thing I'm looking into as a possible cause is the fact that the credit card on file has expired which would make sense that the system settings would be looking for for that info and can't find it. I am going to try to get the updated card info and see if that make the difference. Thank you.
