Yes, the QuickBooks Administrator can log out a user using the Close company file for users feature within QuickBooks Messenger.
Also, the Admin can force the user's account to log-off using the 'Switch to Single User' functionality from the QuickBooks newer versions.

I am able to log one user out but not a second. I've tried the above instructions but it does not let me. It tells me another user is still logged in even after I try to log them out. What do I do to be able to get into single user mode?

You'll want to consider manually turning off the multi-user hosting of your company data so you open and access it via single-user mode.
