I have tried inviting using 2 different email addresses for the person, they have tried accepting the link through firefox and safari both in private mode and regular. The link has not expired. They are clicking the link within minutes of it being sent. I am able to log in with no issues (obviously since I'm generating the link).
ETA - They have also tried using different wifi networks.

Well . . . I've solved the problem. The link is bad. In looking closer at the link, there is a [...].camps&redirect_url=[. . . camps.intuit with company/account/inviting user info/invited user info], then there is "offering_env%3Dprd%26redirect_url%3Dhttps%253A%252F%252Fcamps.intuit.com" [. . .] . . . the & is missing between 26 and "redirect_url". We were able to add the "&" to the link and get the user signed up.
Hopefully this will help someone else with a similar issue.

Good work for doing the basic troubleshooting steps. You can also inform the user you're trying to invite to do it. On the other hand, you can open QuickBooks Online account using a Google chrome to isolate web issues.
We have also One Intuit Account (OIA) Manager that allows you to access and manage your data securely and efficiently. You can go to this link: https://accounts.intuit.com. Create an email and log in from there. Also, you can add their information to their profile and you're good to go.

One thing I'd like you to check is the usage limits in QuickBooks Online. Depends on your plan, there's a specific number of users you can add to your account. Here are the articles for more details:

This issue is occurring when I am managing our products while logged in through accounts.intuit.com. We actually use the desktop version of Quickbooks. I have no issues adding users to Quickbooks itself. As I said, this is for the online account management - camps.intuit.com. To clarify, I mean the "online account management" not Quickbooks online.
I am not going to be able to download Google Chrome.
The troubleshooting I described is the troubleshootig we've done together. Any any method to try to use the invite link gives a "400 bad request" error. Again, this is for the online management of the desktop version of Quickbooks. There is no issue with the user accessing our company file from their copy of our desktop version.
I have also tried sending the link to a gmail account in case the issue is the company email, but same results. The link is below with [______] entered to redact specific company information.
