We figured it out. We are not processing client payrolls yet in QBDT23, but one client uses '23 with their payroll subscription. We review and file their payroll returns. In their file, the 941 for reporting agents, E-filing with our EFIN#, and the client-ready payroll reports in Excel are unavailable.
Downloading the payroll updates does not help. The connection does not see our Enhanced Payroll for Accountants subscription. Intuit does not see our license unless we connect a company file with active payroll with our subscription.
Trick:
I opened a COPY of another company file and converted it to 2023, even though I'm not ready for 2023. That was enough to activate my subscription for 2023, and now we have what we need when we open the "payroll return only" client.
That was a waste of HOURS. I hope this helps someone else.
QBks Accountant Desktop Plus 2024-Every file converted from 2023 to 2024 is not showing the reporting agent forms. I can run payroll in 2024, but the files that I was filing reporting agent forms last quarter are not showing the reporting agent forms after the update to 2024.
Update:
Calling Quickbooks they had me resubmit enrollments. This just applied for a 10 digit number for a client to efile their own returns and had nothing to do with reporting agent filing under my EFIN. Some of these enrollments were rejected due to the client already having a 10 digit number and some accepted, but nothing changed to fix this issue.
So still searching for answers and getting tired of the issues that take 5+ hours to fix coming up every few months. Any other recommendations for client payroll would be appreciated.

I can share some information about preparing and submitting as a reporting agent, JSTA7678.
The types of forms that you can access in your QuickBooks Desktop (QBDT) account vary depending on your subscription level. If you have QuickBooks Desktop Payroll Enhanced, you can use it to prepare and submit payroll tax forms such as Forms 941, 944, or 940 on behalf of your client. To check your current payroll subscription, simply go to the Employees menu.

From here, you can run a payroll summary report to view the payroll wages, taxes, deductions, and contributions totaled by employees.

Under Payroll Center if I click the "manage account" option next to the Enhanced Payroll with the green check next to it, the screen just goes white. Been working on this for quite some time.
So I think I have Enhanced Payroll.
Green Checkmark by the Enhanced Payroll
When I click "manage account" I get a blank screen.
Seems like I have Enhanced Payroll.
On call #2 with QBks
I was told by tech support that only one subscription could be assigned to an EIN. This created a HUGE problem for us trying to file client quarterly reports. SO, now each client must subscribe to IRS for efile service. BIG MESS, Intuit!!!
