Welcome to the QuickBooks Community, finance-bandalab. I'll share details on how user invitation works in QuickBooks. Let's also perform steps so your boss can access the link and accept it without issue.
When you add a user in QuickBooks, the invites expire after 48 hours. The added person must access the invite link within the specified time frame. That could be the reason your boss receives an error message stating that the feature you requested is temporarily unavailable.
Instead of resending the invitation, I recommend deleting the user and adding them again, as GeorgeKen1956 did. Then, a new invitation will be sent to your boss.
If the issue persists, I recommend advising your boss to access the invitation link on a private browser. Then, accept it from there. This is to rule out the possibility of a webpage issue that might cause you to keep getting an unexpected error.
Use these keyboard shortcuts based on the browser you're using:
If it works in incognito, your boos need to clear the cache of the regular browser. This removes the history or log of sites so you can start with a clean slate. If the steps above don't work, use another supported browser as an alternative.

Thanks for the reply. I did deleted the user and reset him again with the new link sent to him before, he kept saying it still did not work. That's why I tried another new email address for him yesterday and today he told me it still not working on the link.
Did you delete and create the same email address again on your case?

Yes, we tried to delete the initial invitation and resend using the same email address.
I advise getting in touch with our Customer Support department as you continued to have an error after attempting to add your boss as an additional user. They can assist you in identifying the problem you're having and resolve it.

We had the same thing happen with a new user. We tried:
1 - Checked Javascript and Cookies OK and did not fix
2 - Cleared Cached OK and did not fix
3 - Tried Incognito - OK and did not fix
4 - Deleted user and re-created, click on new invite OK and did not fix
5 - Used another computer and was able to accept invite and now login works on the first computer.
