Getting the Last Month-to-date and Last Quarter-to-date options set to the correct "To" boxes helps you view your reports within the appropriate report period. However, there isn't a way to automatically set this up. I'd suggest manually changing the dates in the "To" boxes from 01-15-2020 to 02-15-2020 as seen in the screenshot below.

What you're describing is normal and as designed.
Using your example "Last month to date" means "The beginning of last month through today's day of the month - last month".
So, when today is the 15th of the month, then running a report for "This month to date" will result in a report with a 15 day period, and "Last month to date" will also be a 15 day period, only a month previous.
