The QB desktop version has a "Contributed" tab under "Reports", but QBO doesn't have it. Can that be added? It's an extremely useful and time saving feature.

Unfortunately, in QBO, they don't have similar Contributed reports as available in desktop. I agree this's a useful tool in QB desktop.

Anybody know why I wouldn’t see the contributed reports tab at all in QuickBooks desktop premier 2021?

There are times that program issues or damage QuickBooks components can cause some features not show up or work properly. 

Let's try to update your QuickBooks to the latest maintenance release and repair it was well. Let me share these articles as your guide:

Once done, go back to the Report Center and check if you can already see the Contributed Reports tab.

Aside form that, you can follow these steps on how to access contributed reports without opening the Report Center:

1. Go to the Reports menu.
2. Look for Contributed Reports, then select an area of report that you want.
