I gave my client the following instructions to transfer his billing from his old accountant to himself.
Sign in to QuickBooks Online
Go to Settings ⚙, then Account and Settings.
Select Billing & Subscription.
Select Transfer Billing to Myself.
He doesn't have this option. Yes, he is primary admin.

It's possible that the billing is still under his previous accountant. In this case, it's the reason he doesn't have the option to transfer the billing back to himself.
You'll want to let your client reach out to the previous accountant. This way, the accountant can transfer the billing back to your client. Know that the client needs to be the Primary admin of the account so he can freely make changes to data inside the company. Also, with this, he'll be able to add you to his company and transfer the billing to you if this is what you want to accomplish.

The above linked article says specifically "Transfer billing from your accountant" so I would like clarification.
Even though your knowledge base gives steps for a client to transfer billing from their accountant, in reality, there is no way to do so without contacting their previous accountant? Is this correct?

I'll clarify your query about transferring billing to your client in QuickBooks Online.
As provided by my colleague above, your client can transfer the bill to himself since he is the Primary admin. Thus, he can follow the steps in the article you've attached.
But if he doesn't have that access, it's best to reach out to the old accountant. This way, they'll be able to transfer the billing to your client.

No, no it's not good to be back here. Please refer to my original post as I already addressed "primary admin".
Fortunately, my issue has been resolved by going through the previous accountant. My client is understandably anxious that he did not have full access to his subscription. I wish I had something to tell him.
General Feedback:
A reoccuring theme in this forum; QB Support doesn't actually read our messages. Instead, the same (or similar) non-solutions are repeated over and over until the accountant gives up or seeks help elsewhere. It is frustrating and disheartening to feel completely dismissed.
Is it just me or is it starting to feel an awful lot like Ticketmaster in here?
I wonder if we can implement a captcha for QB Support so we can be sure they're not just Chat GPT >.<
