We have a reported issue where Bank of America imported missing transactions or not bank transactions are not uploading. Our engineers are still working on the permanent fix.
Cases like this, I'd suggest contacting our Customer Support Team. They'll pull up your account in a secure environment and add you to the list of affected users.

In the meantime, you can import bank transactions using Excel CSV (comma-separated values) files into QuickBooks Online (QBO). We're having this same issue with Bank of America credit card transactions. All other bank connections are updating fine, but BoA has not updated (manually or otherwise) since 7/30. We keep getting a generic response that QBO cannot connect at this time. Today the message added code 9999. We followed the steps to re-connect, but to no avail.

We have received a report about error 9999. Our engineers are working to get this fixed as soon as possible.
As an alternative, you can sign in to your bank's website and directly download transactions from there. Then, upload the file in QuickBooks Online (QBO). Please check this article: Manually Upload Transactions In QuickBooks Online.
