The bank is CapitalOne. I understand how to do a manual update, that isn't the problem. I came across another coversation on this topic INV-54258

That INV-54258 is an investigation about Capital One bank account. There are no new transactions are downloading for that bank while new updates show as successful. However, that is already tagged as closed and resolved. Since you're still having an error, then I suggest reaching out to our Customer Support team.
Their tools can further check your account and isolate why you're still having this error in a safe and secure environment and help you resolve it.

In the meantime, you can add those missing transactions through the WebConnect process. You’ll have to manually download the transactions from the bank. Then, upload the file to your account. Check this article for more information: Manually upload transactions into QuickBooks Online. From here, you can now categorize and then reconcile the transactions.
