Were you subscribed to a higher QuickBooks Online version? Recurring transactions are available in Essentials and Plus. When you switch to Simple Start, it will automatically turn off the recurring transactions templates. Thus, you won't be able to access them.
Should you decide to upgrade, check out the available plans to see which subscription level is right for you.

So in order to cancel a recurring payment on Simple Start I need to upgrade first? then downgrade?!
