I'm here to help you enter your transactions into QuickBooks Online (QBO).
Once your bank account is linked, QuickBooks downloads your transaction automatically. There are many causes why this occurs, including the absence of bank data. I'll add them below as well:

I advise updating your bank account sign-in information if the problem continues. The connection is re-established as a result.

Hello, it seems some transactions are importing but not others. It's very strange... i contacted Paypal and they said it's a quickbooks issue. How do I figure out what's going on? Some of these transactions are from a few days ago.

Let's ensure this isn't a browser issue since the balance is updating, but there are missing transactions. Start by logging into your software using a private web browser. This method removes all potentially problematic data, including store cookies and browsing histories.
Check to see if the transactions downloads after signing in. If so, this would mean that you should clean your cache. Clearing the cache will eliminate data corruptions , enabling a clean copy of the page to load. To clear the cache in your browser, click this link.
In the meantime, you can refer to this article to manually upload transactions into QuickBooks Online.

I tried using private browser mode, and clearing the cache. That did not help. I also tried speaking to support but they were unable to help me. Today, only 1 of 12 transactions imported, the rest are not. The bank balance is correct and matches Paypal, but just a bunch of missing transactions.
I don't know what to do here... please help!

Since you're still getting the same result, I'd recommend reaching out again to our QuickBooks Online Customer Support Team. That way, they can perform further investigation and update your bank transactions.
Here's how:
In the meantime, you can manually upload bank transactions into QuickBooks. This will help keep your banking data up to date. Just make sure it's in the correct format before you upload it.
Once they are in QuickBooks, you can now match and categorize them. The transactions will go into your accounts after you review them.
