If you're setting up a monthly recurring invoice, the option to set up intervals for the 29th, 30th and 31st is currently unavailable. In order for QuickBooks to send the transactions during the last day of the month, use the Last option.
QuickBooks will use this preference to send the transaction based on the last day of the scheduled month (February 29, months with 30 and 31 days).

Does that mean that if a recurring invoice is set for the 29th and there is 31 days in the month that it will populate on the 31st? Or will it populate on the date the recurring is set for?

Yes, you're correct. If you set up the recurring invoice on the 29 and there is 31 of the month, it will populate on the last day of the month which is the 31.
QuickBooks will use and generate the transaction based on the last day of the month.
