I have a new CC account that gave me a $300 welcome bonus (statement credit). In QB Desktop I went to Banking-Enter Credit card charges then in that window changed from Purchase/charge to Refund credit under the correct CC account. Somehow this single transaction shows on my CC account register as both a credit and a charge so the balance remains unchanged. Unfortunately, my 1st call into tech support did not get me any answers. Any advice would be greatly appreciated. Thanks!

It sounds like you entered the credit card account in the account field at the bottom of the credit card credit transaction. Doing that creates a debit and a credit to the same account, which cancel each other out.
It might be more appropriate to use an account like Bank Fees or similar instead.

Thank you BigRedConsulting! I changed the account field to Bank Services Charges (expense) and it corrected my issue. I appreciate you taking the time to respond.
