Hi I'm looking to split transactions for job costing and such.
I am using tags to actually do the job costing, which may be a mistake? I see that you can split right now, but you can't put more than 1 tag- which is what I'm using to generate job cost reports.
But for payroll for example- I need to split up each employee's hours between the projects they're logging hours on. Another example would be breaking down a bulk insurance payment that comprises multiple properties, break that down into the corresponding amounts per property.

You can utilize the Class feature to track the hours by business segment. This will help you classify easily your job costing tasks. I'll show you how to turn on class tracking and apply it to your transactions in QuickBooks Online (QBO).
Here's how:
Once done, set up your class list in the Settings, then All Lists. From there, you'll see Classes. You can create a new class or sub-class. After that, you can turn on class tracking for Payroll. Do I have to have a higher account for the classes feature? I dont see the "categories" section after following the directions below.

Yes, you're right. Class tracking is only available in the higher plans, QBO Plus and Advanced.
Though we can assign classes to payroll transactions, please know that we can't use it down to the time entry level of a paycheck transaction. The way it works is we can assign one class to all employees or assign a class per employee.
I recommend finding a third-party app that will let you assign classes to time entries on a paycheck transaction. Not the time entries on the timesheet because those entries are still in the non-posting stage.
