I just managed to succeed in REINSTALLING the Web Connector file *.QWC without REVOKED.
Steps:
1.Run QB AS ADMINISTRATOR. Reset QB Updates, install, restart QB, make sure they're installed.
2. Kill all processes in Task Manager for Quickbooks, including SQL Anywhere.
3. Run QB AS ADMINISTRATOR
4. Run Web Connector AS ADMINISTRATOR
5. Install QWC.
You may need to clear the registry entries if you had existing QWC files in Web Connector previously.
Just to confirm, I've reinstalled multiple QWCs and successfully processed data through them.
PHEW!

Hey Deb,
Follow what I did - Run QB As Admin, Reset Updates and install, then run QB and Web Connector - both as Admin - and try installing your QWC file.
Dear Dish:
What version of Web Connector is required and how is the version number verified? Thank you.
Which QB Desktop year version do you have?
Move your current WebConnector folder to a renamed folder...
I installed from here.
One computer has QuickBooks 2022 R11_2; Nothing new to install in Updater
On another computer, that never had QB prior to, I have installed QuickBooks 2023 R6_8 and upgraded the latest file to see if this would work. Same error.
QuickBooks 2022 R11_2.
How do I verify the version of Web Connector. I saw the answer of where to get it, but I have also seen issues where it does not install properly or needs to be manually overwritten.
Looking in the folder:
C:\Program Files (x86)\Common Files\Intuit\QuickBooks\Old_QBWebConnector
The file Property Details shows : File Version 33.0.1006.28 dated 8/22/2023.
Is this right?
