Accessing Employees crashes qbooks 2024

Just upgraded from QB Desktop 2022 to 2024 ... when I try to access Employees (even though we no longer use QBooks PR) I get a message about updating PR files and then QB crashes.  I checked for updates, installed everything I could find, and this still happens.  I don't have to have a subscription to payroll to access Employees do I?

Also, whenever I try to do updates it finds "Critical Fixes 1262755" downloads, says Update Complete after a few minutes, but when I go back to check for additional updates it goes through this process all over again.  I did use the "Run as Admin" option when launching QB.  I'm able to print PR Reports from the reports tab; it just crashes when I select Employees
