Cannot E-file CA DE-9C because SSN is missing

It's not the experience we want you to have, @chadmac. Rest assured that I'm here to help you resolve your concern with filing DE-9C.

 

I appreciate your patience as filing this quarterly tax will take some time. QuickBooks Desktop will allow us to set up an employee with no SSN. However, when you e-file the DE-9C form, QBDT will not go through unless we put a security number to an employee with zero SSN, as required for each file. QuickBooks update for compliance with the law that each filing will need an SSN. 

 

If you already entered zeroes for the SSN and still unable to file, I recommend contacting our support team. This way, we'll be able to pull up your account and assist you further in filing the form.

 

The requirement for filing the DE-9c is the SSN, and the wage amount without this QB Desktop will not accept the e-file. In the meantime, you can also consider manually filing the DE-9C of that particular employee without SSN on the California State tax page.

Earth to@JoanaC : @chadmac  knows that QuickBooks isn't working properly. Everybody in this thread, with the possible exception of the QuickBooks staff and/or AI, know that.

 

Your customers are paying your company to be able to conveniently comply with various state and federal reporting laws.

 

They are not paying your company to have to manually process their forms elsewhere.

 

Your customers want this fixed.

 

Repeating the party line is not helpful.

I just figured out a workaround that allowed me to e-file the DE-9C in my Accountant's version of QuickBooks Desktop despite having one or more employees without social security numbers.  Before I go any further, it should be noted that this method requires that you have the employee's ITIN.

 

What you need to do is enter the employee's ITIN in the "Payroll Setup" screen under the "Employees" tab at the top of the screen.  If you try inputting the ITIN directly in the employee's information section in the "Payroll Center", QuickBooks will not allow you to save the information because the ITIN is not a valid social security number but entering the ITIN in the "Payroll Setup" screen bypasses this error.  Then, when you run the DE-9C, it populates the social security number field with the ITIN that was entered and it allows you to then e-file the form.  Just make sure you go back and change the social security number back to all zeros before processing your W-2's at the end of the year because QuickBooks will likely prevent you from e-filing the W-2's if the employee has an ITIN in their information section.

I just got a $360 penalty for not filing electronically with the state of California.  They do not allow us to file on their website or by mail unless we want to be penalized.  You need to change this immediately because everyone who is waiting for a social security number and not able to file with just 0's is going to get a penalty for not being wage compliant.  Is this enough for Intuit to talk to your software department and get your job done right!?  I called you about this a month ago.  It should not take an army of emails and complaints to fix your software.  You should pay the penalty!  I've had QB for almost 20 years or more and this is ridiculous!

Quickbooks responds with meaningless information all the time and wastes ours in the process. A real solution would be so much more effective.

I wanted to give an update on this problem.

 

Intuit is not going to fix the problem. They stated because of a Money Transfer License agreement they have with the Federal government they cannot e-file the DE-9C without a valid SSN. I explained that we are able to file a W-2 with "applied for" in the SSN field and they said they received an exemption to do that.

 

The solution is to change payroll software to one that allows e-filing of forms without an SSN.
