My employee is not only starting mid-month but also full time for this first first month (September) and then 30 hours a week going forward. The employee is salaried.
Do I first set this employee up to 40 hours a week with the September salary amount and than after I run payroll for September go back in an change it to 30 hours and the new salary? Or is there a smarter way to do this?

I'd like to share what I know about setting up employee's salary in QuickBooks Online Payroll.
Upon creating payroll our system doesn't allow you to change the employee salary. But you can modify the hours worked. Thus, before running payroll you need to calculate the hours worked.
