To help you clear things out. One of the reasons why you can't downgrade your account is if there's a feature in your account you enable that can't be turned off. An example is the Multicurrency feature.
In the meantime, I recommend contacting support again. They have the specific tools to pull up your account and help you look for the root cause of your issue.

I have chatted with support on this already, multiple times. They cannot find the feature that needs to be turned off and neither can I. We have troubleshooted this and I was promised a response to my case but never got one. Ticket #[case number removed] is one of the tickets that was never responded to.

I appreciate the troubleshooting steps you've tried to resolve the issue, @mckownk. Let me share some information about the feature available in the different subscriptions of QuickBooks Online (QBO).
When downgrading your subscription, there are some features that are not applicable. If you currently have the multicurrency feature enabled with QuickBooks Online Essentials or Plus, you won’t be able to switch to QuickBooks Simple Start. In addition, downgrading will remove all discounts you have on your current plan.

You may need to cancel your account if in case you are using QuickBooks Essentials and subscribe to the downgraded version.
