I'd like to fill out the two 1099's I have to submit for the 2017 tax year and get them in the mail. Trouble is, I only found one 1099.pdf link, and that is to the 2018 1099 form. Will it be a problem if I submit that form?

The form metrics have not changed in several years AFAIK.
There is actually no 1099 PDF form available for filing because the IRS requires their red ink form stock to be used (you have to print directly on it.)
