Yes, there are counties that QuickBooks cannot specifically offer when setting up the local tax. This is due to the jurisdiction restrictions per state. For us to calculate the taxes accurately under the correct county, we'll have to enter the city and ZIP code combination manually.

Under Employee, Edit Tax Withholdings - there is no where for me to edit the counties offered by QuickBooks or edit the address.
Under Employee, Personal info - I can change the address to the 1 January location and QuickBooks offers the needed county for withholding. When I change the address back to current, the needed county is gone.
To add the updated withholding county when an employee's address changes, @C-D1, you'll need to add it under the employee's details on the Work location. Let me provide you with the steps so you can add it manually.
