I've checked our records for similar reports in related to canceling a subscription. I've found out that there's an ongoing investigation with regards to canceling subscription in QuickBooks Online Payroll. This is the reason why you're unable to cancel your subscription.
Also, our customer service is only available from 6:00 AM-6:00 PM (Monday-Friday) and 6:00 AM-3:00 PM (Saturday). This is why you're unable to reach out to our customer support during those times.
However, in order to address the issue and add your account's details to the list of the affected users, I recommend reaching out to us again on our available hours. This way, we can make sure that your concerns will be addressed in a timely manner.
In addition, you'll also be notified through email once the issue is fixed.
You can reach out to us by following these steps:
- Select Help (?) at the top right.
- Click the Contact Us button.
- Enter "Unable to unsubscribe payroll subscription." in the description.
- Hit Let's talk.
- Select Get a callback.
