Is there a way to pay a foreign employee through payroll?

I am thinking of hiring remote help in a foreign country -- possibly Ukraine, India, Pakistan, etc (depending on where I source the best talent). Is there a mechanism within Quickbooks to pay them in their local currency?

The direct deposit for QuickBooks Online Payroll doesn't support foreign banks. It'd be best if they have an active and valid US bank account.

The only feature in QuickBooks Online that allows international payments is the Online Bill Pay. However, please note that it is for vendors and not employees. Here are the articles you can check to know more about this service:

 

You'll want to visit the Apps menu. From there, you can search for a third-party application that can send international payments.

If they are freelances and contracted employees, you can utilize Melio to pay them.

But each of them must open a business bank account in the US to receive your payments by ACH. Depending on their address/country, they can get USD account details that enable them tp receive USD from inside and outside the US or receive USD only from inside the US. We see Pakistan and Ukraine fall into the second category. No solution yet for India based companies for this case.
