I want to help you submit your NC3 and W-2 forms to NCDOR.
So far, we haven't received reports similar to your issue. Since you're having problems submitting forms to your state website, I suggest contacting their customer support. They can assist and guide you on how to submit your forms successfully. Just go to https://www.ncdor.gov/ and click Contact Us. You'll then find their customer service numbers.

Also having problems with the W2REPORT.TXT generated by QuickBooks. Looks like the last record in the file is not terminated correctly. I think it needs to end after a full 512 characters and it is terminated early.

Let's try performing some basic troubleshooting steps to fix the problem in your W2REPORT.TXT. Sometimes cache stored up in the system can cause unexpected behavior in the product.
You can start by opening a private (incognito) window. Using a safe browser and accessing the program from there can usually fix the issue.

Once done, test the solution by generating the W2REPORT.TXT in QuickBooks. If it works, go back to your default browser and clear cache. See Delete browser cache and temporary Internet files for more information.
Otherwise, switch to a different browser like Firefox, Internet Explorer, Google Chrome, or Safari. The one you are currently on may be having a temporary issue with QuickBooks, and using a new browser in the meantime will allow you to get back to work.

This problem has nothing to do with the cache or the EDGE browser!! The problem is just as I stated, the last record in the W2REPORT.TXT file terminated incorrectly. I edited the file and fixed the last record to include all 512 characters [originally was cut off at 488]. The corrected file submitted to NCDOR and was accepted and confirmed with no errors.
