I want to ensure to provide the best customer experience when using any features of the product. Allow me to join the thread and resolve any issues you encounter while using QuickBooks.
When a user encounters unexpected behavior, such as buttons disappearing, it's recommended to start with some basic browser troubleshooting. I suggest you begin with signing into your account through an incognito window.
It'll allow you to access QuickBooks without using the stored cookies. Here are the keyboard shortcuts to open a private browser:

If it works smoothly, I suggest you shift back to your regular browser and clear its cache. This process increases the overall performance of the application and other websites like ours.

In another post this problem - which also happened to me - is identified as a beta testing change. Why is it described here as an error and why are interface changes being rolled out without documentation for users? I have to edit my QBO user manual every time a change likes this happens.

Before the changes, there are times that QuickBooks Online experiences some browser-related issues resulting in missing buttons (not only the Plus icon). When these happen, they can be fixed by following the troubleshooting steps provided in the first response.
With regards to sending notifications if there are some changes to the platform, these messages some times go to the Spam/Junk folder of the customer's email. So, we advise them to reconfigure their email settings. This way, they can view the important messages in their main Inbox folder.
On another note, we appreciate your time taking a closer look at this event. What I can do for now is to send feedback to our Product Developers about sending proper communication to customers. Also, to let them know that they can post updates on the Dashboard for the customers to see the changes directly.
