Hello there, @accountsmgr

Welcome to the Community. I can help you install payroll update 22009 by going to C:\Documents and Settings\All Users\Application Data\Intuit\QuickBooks < versionXX> \Components. Then, follow the steps below:

  1. Open QuickBooks Desktop.
  2. Click the Help from the main menu, then click Update QuickBooks Desktop
  3. Click the Update Now tab and put a checkmark inside the Reset the updates box.
  4. Select Get Updates to re-download the updates. When it's complete, close and reopen QuickBooks Desktop.
  5. From the QuickBooks Desktop Update Service window, select Install Now.

You'll have now the updated Payroll Tax table 22009.
