NJ-927 line 8 strange figures

I'm trying to submit the NJ-927 for last quarter and QB is putting some odd numbers on line 8b. Line 8a correctly list that we paid $214 in wages in excess of $36,200. Line 8b says that we paid $12K in wages in excess of 138,200. Obviously, both can't be right. 8b has to be smaller than 8a. I know line 8a is correct because I checked Payroll Detail Review Report. Line 8b is definitely wrong. No one here makes close to that much.

Unfortunately, QB does not let you change that figure on the payroll form. Any ideas short of filing without QB? My payroll is up to date.

Thanks. Unfortunately, override is not available as an option on that line. See screenshot below.

More importantly, where is QB pulling this figure  (Line 8b value) from?
