Let me address your query about filing the Ohio IT 3 form in QuickBooks Desktop (QBDT), @46Sandy

 

QuickBooks doesn’t e-file your Form IT 3 after e-filing your Ohio IT 941. The two forms may report the same details which the employer is required to send to each employee and the Internal Revenue Service (IRS) at the end of the year. However, form IT 3 is the transmittal of wage and tax statements mandated by the State of Ohio. 

 

Moreover, if you have electronically filed your W-2 to the IRS with QuickBooks, they will automatically send a copy to your state agency if required.

QuickBooks only sends your W-2s to the state agency. Thus, you'll need to upload your W-2 information electronically through the W-2 Upload feature on the Ohio Business Gateway. This way, it'll automatically create an IT 3 from the information you submitted.
