Buy now1. I am a Secondary Admin for the company. However when I try to use Payroll Setup, I get a message that says "only the QuickBooks Administrator ... can perform the function ...". Somewhere I have seen a reference to "Payroll Administrator". Is there a separate administration hierarchy from QuickBooks? If so, why? How do we go about getting this updated so I can update some of the payroll settings?
2. I have also heard reference to "Verify Payroll", but I don't see it on any of the screens I have. I have also tried to search for Verify Payroll, but I don't get any matches for that. Is there such a function? If so, where is it? Do I need to be a Payroll Administrator to run it?

There is only one special admin user per company file. A sort of "root" user, which is also the default user if no users are set up.
Only that admin user, usually with the name "Admin" can run payroll setup. Not sure why - probably laziness on the part of Intuit programmers, because in theory any user with all rights should be able to complete the setup tasks.

What is the resolution then, if ADMIN is no longer available to change or update?

Only the Primary Admin has the option to change and update. You can have this function if the role of the Primary Payroll Admin can be transferred to you. 
To do this, you may need to reach out to your former admin to transfer the role manually. Or asked for their credentials to have access to their QuickBooks account.
To transfer, here's how:
For Basic, Standard, and Enhanced QuickBooks Desktop (QBDT) Payroll 
1. Go to Employees, select My Payroll Service, then Account/Billing Information.
2. Sign in using your Intuit Account login.
3. Go to Payroll Details. Make sure it shows the EIN for the company you want to make Payroll Admin changes.
4. Select Edit next to the Payroll Admin heading.
5. If you’ve signed up for the direct deposit, enter your PIN and select Continue.
Change the contact details of the Payroll Admin:
6. Click Update. Wait for confirmation then select Close.
7. Review the updated contacts info then close.
For QuickBooks Desktop Assisted Payroll
1. Go to Employees, select My Payroll Service, then Billing/Bank Information.
2. In the Company Information section, select the Payroll Admin tab.
3. Select the Edit link.
4. Enter your PIN and select Continue.
5. Follow the on-screen instructions.
6. Click Update. A processing request screen appears until the update is finished.
7. Verify the updated Payroll Admin info and close the window.
