I have been transferred, escalated, promised an email and nothing. The business line they have to verify will not call our business.

To clarify, have you tried using the steps from this guide: Change your payroll bank account.
This will help us narrow down the actions you have taken and what we can do going forward. I'll be waiting for your response!
I went through the process you posted. I went to run payroll and it still shows in preview - funding account at top as the old bank in payroll. So that did not work.

Can you provide us with a screenshot of what it says on the page that you're stuck on etc? Or what step are you getting stuck on/can't get past when changing the details? Please remember to block out any personal information you may have on that screen so other users don't get your information.
In addition, if you connected manually, you'll need to verify your new bank account. Within 2-3 business days, we'll verify your new account with a test transaction. A few things to know about test transactions:
