Payroll billing terms misleading information

I have started paying my contractors with DD in April (QB Payroll core). With an unpleasant surprise, I learned that my card was charged with the same amount of contractors for the next billing period in May. I called QB support and was assured, that it was correct since the contractors had remained active in the system. Yet, QB Payroll Core terms are clearly stating:

 - Contractor payments via direct deposit are $4/month for Core, per contractor payment. -

Meaning, and I remember that clearly before I turned the DD option on, pay as you go basis. And it is absolutely nowhere said that I MUST deactivate the contractors in order not to be billed for them.

I would like to have an official explanation for the matter, please.

That's the problem actually. I reached the tech support twice and both times they were not helpful. Are they able to open a dispute?
