This is not solved. It is happening in QB 2018, 2019, and 2020 so it is a problem with the update not the software.
Also Oregon vouchers OTC and ST-V are not final. Any idea when a new payroll update will come out

This can happen when your data lists are damaged. We can re-sort them to get this fixed. You can learn more information on how to Re-sort lists in this article. After re-sorting them, we can run the Verify Rebuild in QuickBooks Desktop.

Not a fix. This is happening on multiple computers, multiple company files, and multiple versions of QB. I contacted support and it is a known/reported issue that tech is working to fix.
