Since you're unable to locate the E-file and e-pay tab to deactivate your state account, let's perform some troubleshooting steps that can help us isolate this. To start off, open your QuickBooks Online (QBO) account via a private or incognito browser. This way, we can see and check if this issue is caused by the stored cache from the browser.
To open a private or incognito window, you can follow these keyboard shortcuts:
If you're able to view the E-file and e-pay tab via a private or incognito window, then you'll need to clear your browser cache. This will remove all the cache and helps your browser to function efficiently. I also recommend using another browser as an alternative.
Also, if you're using QuickBooks Online Payroll (all other versions), I'd suggest contacting our Payroll Support Team. They can change your state account number securely. To reach them, you can follow the steps shared by my colleague above.
