The state of Connecticut has implemented a new standalone Paid Family Leave program funded by the collection of taxes from the employee effective January 1, 2021. You can follow these steps to set up the CT Paid Leave rate in your payroll settings.
Here's how:
Once done, taxes will deduct from your employees paychecks on the effective date. If you've already run paychecks in 2021 before setting up this rate, the employee will have any catch-up amounts deducted from their next paycheck.
If an employee is exempt from Connecticut Paid Family and Medical Leave, mark them as exempt so premiums won't calculate on their paychecks. To do so, head to the Exempt an employee from Connecticut Paid Family Leave section in this article: Track Connecticut Paid Family Leave.

I'm having the same problem but when I go to the Gear icon and select Payroll settings. I don't have a choice for Connecticut Paid Family and Medical Leave.
I'm using QB online with QB full service payroll

Since you're using QuickBooks Full Service Payroll, I would recommend reaching out to our Payroll Support Team. All changes or new payroll items in your account will be documented. This is because Intuit pays and files the payroll taxes in behalf of you.

When I follow the steps, and opt to edit "Connecticut tax" the only options are
CT Withholding Setup &
CT State Unemployment Insurance (SUI) Setup
CT family & medical leave does not appear in that section.

The CT Paid Family and Medical Leave Rate is located below the CT State Unemployment Insurance (SUI) Setup. You can check the screenshot below.
Taxes will deduct from your employees' paychecks on the effective date after adding the rate from the Payroll settings.

If you don't have this option, I suggest clearing your browser's cache. This can be a browser issue that is caused by the piled-up cache in the one that you're using.
Try using a private browser or an incognito window when trying to update your Payroll Settings. Then, you can clear the cache in the one that you're currently using if it works. Here’s how:
If it works, here's how to clear cache and cookies to fix issues when using QuickBooks Online. Restart your browser right after. You can also try to check your accounts using other supported browsers (Firefox, Google Chrome, Safari, Microsoft Edge) if the steps above didn’t work.

I have desktop Enchased payroll. CT family and medical leave comes out as a check. Can I change it to Epay?
You're unable to E-pay the Connecticut (CT) Family and Medical Leave in QuickBooks Desktop, mboutros.
Since you've already paid it using a check, you can write a check in QuickBooks to record the payment.
You also have the option to submit the tax liability via the CT's website. After making the payment, you can manually record it in QuickBooks by still writing a check.
