Sometimes too much cache accumulated in a browser can cause unexpected behavior with the product. This is why you're unable to enter payroll in QBO. To resolve this, I recommend opening your account in an incognito window. Here are some keyboard shortcuts you can follow:
Once resolved, please return to your regular browser to clear its cache or utilize another supported one.

Sure, blame the browser. I'm sure it couldn't just be another QuickBooks bug. That's a crazy idea!
You actually think the browser can cause QuickBooks Online to put up a message that says what the OP mentions? That suggests QuickBooks Online is complete garbage. You realize that, right?
Besides, if this can be a problem, why doesn't QuickBooks Online manage the cache? It's easy enough to do...
