I've been waiting since January 18 for QuickBooks Online to correct Box 20 on our W2's. At first it had the locality PSD code as 99, then they changed it to 11, now they're telling me it's only a 2 digit code and if I want to have a 6 digit code I need to do it outside of QuickBooks??? In PA, we need the 6 digit PSD code on W2's in order to file local taxes. It identifies the locality in which we work. QuickBooks Online Payroll Support does not seem to understand this. It never was a problem with QuickBooks Desktop, other payroll preparers have it on their W2's, so how can QuickBooks online not be able to do this? I need to know how to have this corrected in order for employee W2's to be able to be filed locally, and for our business to be able to file our year-end local taxes.

The link provided to fix the W2 is not helpful because it doesn't say how you get into a W2 to fix it yourself; it just says "fix the issue in your product". I would love to be able to just add the code myself but I don't see any option to edit that part of the W2's on our end.

For QuickBooks Online Payroll with automated taxes and forms turned ON, corrections after filing needs to be handled by our support team who will file a W-2c form for you. For mistakes caught after filing, you would need to manually create and file a W-2c and W-3 form with the SSA.

I didn't file W2's yet, automated forms are OFF, I can't find how I can edit anything in the W2's on my end, and I've already been through Payroll Support and after almost 2 months they closed out my ticket with this response:
In Boxes 18, 19 and 20 on Form W-2, we use the first 2 digits of the PSD code where the withholdings were remitted. W-2 codes are automatically added. No actions are required for QuickBooks but if you wanted to input the 6 digits of the PSD code you will do it outside QuickBooks or directly to the agency.
I can't add the PSD code outside of QuickBooks because QuickBooks has the W2's in its un-editable system and I don't even understand what it means "or directly to the agency". From my conversation with Support, I don't even think they understand what local taxes are. Going through old community posts, this seems to have been an issue for years with PSD codes...seems like it should be a simple fix as even QuickBooks Desktop could do it. This is going to be an unresolved issue.

I ended up having to purchase another brand's tax kit to be able to print correct W2's by manually entering the employees' W2 information, including the 6 digit PSD code. I was also able to use the second line of box 19 and 20 to manually add the Local Services Tax amount and LST locality name. This was also missing from the QBO W2's because QBO considers LST a deduction instead of the capped tax that it is. For some reason QBO Payroll cannot do what Desktop Enhanced Payroll did when it comes to PA local taxes. I followed instructions from QB Payroll Support to leave feedback about these issues through QBO but I don't have high hopes of a resolution because I don't think QBO understands anything about PA local taxes, like how many Political Subdivision Codes PA has and that's why they are 6 digits and not 2.
