Are we charged for contract direct deposit simply if we toggle the Direct Deposit setting, or is it only when a payment is actually sent?

we don't pay all our contractors every week, so do I need to "turn off" DD for those contractors who aren't getting paid every week, or will we only be charged IF they have a processed DD?

You only get charged after you have made a payment.

As @droybal pointed out, direct deposits are only charged when an actual payment is made. Let me share more about how you can effectively use direct deposits, Matt.

 

You can use QuickBooks Payroll or QuickBooks Contractor Payment to send direct deposit payments to your contractor. At the same time, use direct deposit to pay open bills in QuickBooks Online (QBO).

Additionally, QuickBooks provides a variety of reports that will help you check your contractor or vendor payments. You can generate the Expenses by Vendor Summary report or any other vendor report to track contractor transactions and ensure to filter them to specific information to get the data you need.
