For anyone lurking, I did call support and spoke to an agent who said that yes, I could run it on 8/23 and yes, it would produce the paychecks and yes, the date of the check would be 8/31.
I'm glad you found you can run manual payroll on 8/23, and it would produce paychecks with the date of 8/31, @dblando7666.

I want to add something important for lurkers.
To print the paychecks, you must use voucher checks because it uses the 2nd and 3rd sections (the voucher parts) as the paystub.
