Can an employee who worked during 2018 but is no longer on payroll still log into Workforce to view their W2?

Let me help share information about viewing W-2 in the Workforce.
As long as your inactive employees can sign in using the Intuit Login they created from Workforce, they can still access the W-2s. If the employees can't log in from there, you may need to download all employee forms as a backup.

One more question - if an inactive employee signed up with View My Paycheck back when they were active, can they still use the same log in for Workforce?

I appreciate you for following the information provided by my colleague Angelyn_T. To answer your question, yes. Once you activate your inactivate employee, they can still use the login credentials they created when signing in to Workforce.
