Sadly, There is no real "Formal" way to file a complaint. You can always file a complaint with the Better Business Bureau.
Good Luck.

Yes, @Just_me is correct. There isn't a way to file a formal complaint.
However, the best route to file a complaint would be one of the following:

Hello Candice, thank you for responding. However, I've spent countless hours talking to customer service reps, back office tech support and waiting on a call back from a manager. All of which did absolutely nothing for the mounting issues that QB has caused our company! They offer services which involved reporting and paying governmental agencies, which can shut a company down for none compliance, and fail to provide the actual services they are offering. When the issue is brought to their attention, they basically respond with, "Oh well, sorry!" and quickly move on. While our company is left cleaning up a mess that QB created!! I know we aren't the only company having these issues! The problem is they have gotten so large and now have so many small businesses under their thumb that they don't care about the "little guy" any longer!
After having spent three entire days as a quickbooks hostage in front of my computer with clueless "techs"in the Philippines, Indonesia or wherever you source your $1 per hour labor (and still not solving the issue that prevented me from using quickbooks and running my business), I'd really love to know why you don't do active screen shares where you actually get into my computer and fix the issue instead of making me follow along, for literally 24 hours. That was just pure torture, the most abusive thing corporate America has ever inflicted on me not to mention costing me three entire days of work and all the money what would have gone along with it. After being told countless times that your policy was to not take over our screens or programs, that was precisely what quickbooks decided to do. Insane
