You can add your employees to your account as a standard user so they'll get to upload receipts and track their time for payroll without giving them access to your reports and other financial information. However, there are limitations when adding users depending on your subscription. Let me guide you how.
Please know that time tracking is currently unavailable in the QuickBooks Online mobile app. Your employees needs to log in to the web version to use this feature.
Once done, have your employees accept the invitation and log in to QuickBooks. Additionally, please inform them to install the "QuickBooks Accounting: Invoicing and Expenses" app on their phone to scan a receipt.
While you'll also have the option to add your employees using the Time tracking only feature which allows you to add an unlimited number of users. However, the option to upload receipts is unavailable.

Thank you for the information, however I was so excited to see that the option was there to allow receipts to be added with the app. However, I was soon to be disappointed when we found out employees would not have that access to download them from their phone. It would have been VERY helpful to provide to our sales/project managers whom are on the road constantly and have numerous receipts to reconcile. It would be beneficial I think to ALL companies to provide employees with that access to upload receipts and not allowing them total access to reports and financial, but providing that information to the accounting departments. I hope this becomes an update in the near future.

You might want to consider using TSheets at the moment or look for a third-party time-tracking application that can be integrated in QBO. Just go to the Apps menu and proceed to the Find Apps tab.

We have to find yet any app for receipt and time tracking in single product. You may start to explore from this app for Time Tracking and Scheduling, and sync it with your QBO.

Adding this type of user does not give him access to scan upload receipts, so i don't know what exactly you tried to explain here.

I'm here to assist you in giving access to your employees.
The user should be at least a Standard user with Vendors permissions before they can use the Receipts feature.
Aside from uploading the receipts through the mobile app, they can also send it through email. To do this, make sure that the user has the same level of access as stated above. Then, you can follow these steps and make sure to use a browser to activate it:
They'll have to send it to [email address removed] using the user's registered email. The receipt will be uploaded automatically into the account. I have here the articles you can check to learn more about this feature:

Does this really give the employee access to upload receipts? I am setting up the employee as listed, but they still don't have access to upload receipts from the mobile app. Is there any solution to this issue?
