My story began almost 4 months ago. Since then I wrote to Customer Support Service 4 times and they fixed my issue, but temporary. QB should save time, but every month I spend 1 hour in chat speaking about the same problem. I don't have time and patience anymore.
My problem is:
My employee works in IL, but lives in AL. I called to Alabama Tax Services and they said me that I shouldn't withhold any taxes and send any reports to them. In the section for the secondary state, I chose Do Not Withhold from the Filing status drop-down, and zero out Additional amount. But QB ignored it and made some reports and tried to send in AL Departments. And, of course, QB takes an additional state fee. I wrote to Customer Support in July and they fixed it. But in one month this issue appeared again. I wrote to Customer Support again and they fixed it again. Next month the same situation. The customer assistant promised me that it wouldn't repeat again and I forgot about it.
When I checked the payment story I observed that QB took $12 State Fee in October.
I really don't have time to write each month about my problem. What should I do to close Alabama withholdings? Will I receive back my $12? I don't use this service.

Hi there, @nadneiny-gmail-c.
I appreciate you for sharing your sentiments about your customer support experience.
I know it would be more convenient to exempt from Alabama state taxes after setting up the Do not withhold for the employee.
Payroll taxes continue to calculate for the state if the location is active and the filing status of the employee isn't set to Do not withhold (exempt) from their profile.
To resolve this issue, we can make the work location inactive. Here's how:
Once done, update the employee's tax status. Here are the steps:
You can also check out this article for additional information about opting out of the multistate employment payroll situations.
For the $12 charges, I'd recommend you contact our Customer Care team again so they can review your billing details and process a refund after its evaluation.
Leave a comment below if you have additional concerns. I'm always here to assist. Have a good one.

Done.
Last time I didn't have the option to inactive secondary state.
Thank you

Our business is 100% in Georgia, I have had employees who live in Alabama. I do NOT and am not allowed to take withholdings from an employee for a state (Alabama) with which we do not and can not do business. We are not licensed to do business in Alabama; We are a brewery. Alcohol laws are different in each state, our sales are 100% in Georgia, and we do not have an entity declaration or tax id in Alabama!
QB has continued to take multiple state fees of $12 each month. I have called customer service (4 different months) to have the charges reversed, but the charge ALWAYS comes back. Usually, this escalates to a supervisor and they stop the charge that month, and it comes back the next month.
I have made sure every employee who resided in Alabama did not have the State Whitholdings for Alabama set to "Do not withhold (exempt)" which is what customer service said to do. but it does not fix their issue or overcharging.
We do NOT have or do any business in the state of Alabama, it is not on my payroll settings.
I do not have time to continually wait 30 minutes on hold while they research this each month. I have no choice but to switch to another payroll service as they are not supporting or fixing their software issue.
Completely dissatisfied with customer support!
