You can change payroll tax liability from your Tax Setup. I'll walk you through the steps below:
- Go to Taxes and choose Payroll Tax.
- Click the Tax Setup menu.
- Under State Tax Information, choose which rate you want to change.

- Click Change or add new rate.
- Hit OK.

However, if it's an income tax rate that you're trying to change, there isn't a way we can do that in QuickBooks Online. We make sure that income tax rates are in compliance with the government's tax system.
