Let me share information about adding employees living in different states.
With QuickBooks Payroll Enhanced, you can set up employees who are not U.S. citizens, which you need to enter where they live and work. Please note that these employees might be exempted from specific taxes.
In this case, identify which payroll taxes they are exempt from. They should fill out I-9 forms and give you a copy of their visa and a valid Social Security number. Employees with Individual Taxpayer Identification Number (ITIN) can't be on the payroll.
You can review the IRS Publication 515, contact your state agencies for state tax exemptions, and contact a tax professional for assistance in determining which payroll taxes they are exempt from.

I have a very similar issue. We hired some employees from Jamica that worked with us thru a work study program and quickbooks desktop will not let me enter their current address they live at?

Have you ever seen QuickBooks? It's not possible to enter a non-US employee address because the employee address form is hard coded for the US.
You'd know this if you even bothered to look at QuickBooks, where you would have seen that there is a State field that only accepts US states and territories, and a ZIP field - ZIP codes being a US thing, and no Country field at all. It's really not that hard to figure out, it is?

If you really meant that, you would actually provided the request details instead or asking the user an inane question.
