We have several recommended troubleshooting steps to eliminate the error. You might need to download the update after every step to check if it's already successful.

First, temporarily turn off UAC. Here's how:

1. On your keyboard, press Windows+R to open the Run window.
2. Type Control Panel and select OK.
3. Select User Accounts and select User Accounts (Classic View).
4. Select Change user account control settings.
   Note: If you are prompted by UAC, select Yes to continue
5. Move the slider.
   • Set to Never Notify and select OK to turn UAC OFF
   • Set to Always Notify and select OK to turn UAC ON
6. Restart your computer and download the update one more time.

In case the error still shows up, please proceed to these steps:

• Run Reboot.bat.
• Repair QuickBooks Desktop
• Reinstall using clean install.

I quess when I changed the download in the middle itr stopped the download. I retried it and it did change.
