You can go to the Archived Forms to print a copy of the W-3 form from there. Please know that the form is only for an employer copy and not official for submission.

Taxes --> Payroll Tax Tab Then click the "Resources" link at the top right (between Print and Archive).
Then click W2s in the side window that pops up.
There is your W3 (W-3 Summary). So intuitive.
You don't need to clear your cache.
