Workmen's Compensation configuration Quickbooks Desktop

In the state of Washington, we are only required to pay workmen's compensation on hours actually worked. We do not have to calculate sick and holiday pay. If they are not on the job, we don't have to pay. Quickbooks Desktop Enterprise will not allow me to uncheck sick and holiday pay in the window that asks for what the rate is charged on. The only work around I can think of is to also enter these items in the "deduct this before calculating" window. Is this the current fix?

Yes, QuickBooks can't not tax some wages. It doesn't know how to do that.

The workaround is to enter wage and tax liability adjustments for the tax for each employee before paying the tax.

Actually I want it to NOT tax sick and holiday.
